Remain calm and avoid sudden movements that could escalate tension.
Prioritize the survivor’s safety and well-being throughout interaction.

Understanding the difference helps survivors navigate legal and safety protections:

Arrest: Law enforcement physically detains a suspect when there is probable cause that a crime has been committed.
Report: A formal statement or complaint made to authorities describing an incident; reporting may or may not lead to arrest.
An arrest can occur immediately at the scene or after investigation, whereas reporting initiates the process.
Survivors have rights and options at both stages, and can seek support from specialized resources.

The Magisterial District Judge (MDJ) handles preliminary judicial functions related to domestic violence cases:

Conducts hearings to establish probable cause for charges.
Issues emergency relief such as Protection From Abuse (PFA) orders to ensure survivor safety.
Schedules further court proceedings and refers cases to higher courts if necessary.
